Delegata Medical Family Office was founded in Dubai in April 2023 by Dr Madina Khadartseva, MD, PhD. It coordinates private care through 180+ partner clinics and hospitals in the UAE, Georgia, Turkey and Switzerland.

In a world where healthcare can feel cold and complicated, I stand for bringing empathy, efficiency and clarity to the process of healing. After more than a decade as a radiologist and oncologist, I founded Delegata to address something I witnessed repeatedly: patients navigating fragmented healthcare systems alone, despite seeking the very best care.

My goal has always been straightforward: to ensure families receive not only excellent medical treatment, but also clarity, coordination and genuine advocacy throughout their healthcare journey.

Why Delegata appeared

Through years of clinical practice, research and telemedicine, I saw how even the most capable people struggled with medical complexity, conflicting specialist opinions, insurance obstacles and treatment logistics across borders. Expertise alone was never enough; patients needed a trusted partner to oversee the entire process on their behalf. That realisation became Delegata: a physician-led Medical Family Office handling everything from diagnostics and second opinions to surgical coordination, international referrals and comprehensive aftercare. For clients travelling to the UAE or EU for care, we manage every detail: visas, travel, accommodation and translation.

Living in Dubai for many years I couldn’t imagine I would still need advice or support regarding medical services here. Yet to my surprise I found the best concierge service with Madina Khadartseva being extremely helpful and professional in selecting Doctors specifically to meet my needs and address my issues. The problem in Dubai is that the Doctors and their years of experience are not traceable enough which leaves you with a lot of beautifully designed clinics and hospitals but plenty of questions regarding who you can trust your health and your children’s wellbeing as well. I have already found 5 doctors following Madina’s recommendation both for myself and my kids to who we keep returning for general checkups and follow ups. Who we are and how we work

Who founded Delegata?

Dr Madina Khadartseva, MD, PhD, a physician who built the service around what she saw missing in private healthcare: someone medically qualified, independent of any hospital, whose job is to represent the patient rather than the provider.

How is Delegata different from a hospital’s international patient desk?

An international patient desk works for its hospital and can only send you there. Delegata works for you and can send you anywhere, including to a competitor or to no treatment at all. That independence is the product.

Where is Delegata based?

Metropolis Tower, Office 811, Business Bay, Dubai, United Arab Emirates. We work with clients across the UAE, Russia, the CIS and the Gulf, and arrange treatment in the UAE, Georgia, Turkey and Switzerland.

Who is behind Delegata?

Short answer. Delegata was founded in Dubai in April 2023 by Dr Madina Khadartseva, MD, PhD, a radiologist and oncologist who worked from 2013 to 2022 as a breast imaging specialist at the European Medical Center in Moscow. Her team includes a general practitioner and surgeon, a rehabilitation doctor and an operations lead.

Dr Khadartseva trained at the I.M. Sechenov First Moscow State Medical University. She earned her PhD at the North Ossetian State Medical Academy. Her background covers radiology, oncology, telemedicine and medical research. Mohamed Ali Vouada is a general practitioner and surgeon with 14 years of clinical practice. Vazgen Vardanyan is a doctor of medical rehabilitation with 15 years of clinical experience. Vasily Levchikov is the COO. The company operates as DELEGATA Medical Treatment Facilitation Services L.L.C under Dubai licence No. 1169263.
